Practice laws should specify the requirements for practising as a professional or auxiliary nurse and, where a certificate does not itself confer the right to practise, empower a body that includes nursing representatives to license; limit practice to authorised persons; and be reviewed and updated as the profession advances. The Annex allows renewal of authorisation to be required, possibly tied to continuing education.
