Article 2 of ILO Convention C149 establishes the obligation for each Member State that has ratified to adopt and apply within the framework of a national programme for health services + within the limits of available resources + a policy concerning nursing services and nursing personnel. The policy shall be designed to provide the quantity and quality of nursing care necessary for attaining the highest possible level of health for the population through measures including: (a) education and training of nursing personnel appropriate to exercise of nursing functions; and (b) employment and working conditions including career prospects and remuneration likely to attract persons to and retain them in the profession. The policy must be developed in consultation with employers and workers organisations representing nursing personnel + concerted with policies relating to other aspects of health care + to other workers in the field of health (multidisciplinary approach). Implementation: national nursing strategy + workforce plan + linked to broader health system strategy + nursing council/regulator coordination + workforce sizing per population health needs + supply-side education capacity + demand-side employment + financial sustainability + private + public sector coverage.
