What does 8.3b.1-4 require?

In offering a service appropriate to the user's age the project shall reduce and address harmful content; reduce and address harmful contact; reduce and address harmful conduct by upholding community rules, setting a high bar for moderation, giving quick, easy access to expert advice and giving quick, easy access to redress (11.3); and reduce and address harmful contract risks.
