This process evaluates the child-related hazards, opportunities and requirements noted in the AAR, specifies and implements technical and operational mitigations for unacceptable risk, and embeds the relevant children's rights and regulatory requirements; it is the handover from the advocate and the lead to the technical leads. After it the organization shall be able to show that activities impacting children are addressed in the design to ensure child-centred design and operation; that every functional and operational aspect and scenario in the AAR has been evaluated and dealt with through risk assessment; that the design gives priority to children's rights and developmental needs; that a baseline for the product (or service or system) is defined and sits under change control and configuration management; and that published terms spelling out the risks to children that remain are published as a matter of design.
