Top management makes sure that: staff responsible for product conformity have authority to halt shipments and halt production to put quality problems right (and where production cannot be stopped at once, the batch affected is contained and kept from being shipped); staff who hold authority for corrective action are told quickly about nonconforming product or processes, so that no nonconforming product leaves and every potentially nonconforming product is found and contained; and each shift is staffed with people who are in charge of making sure product conforms, or to whom that duty has been delegated.
