IATA Operational Safety Audit (IOSA) Standards Manual DSP 3.4: Icing Conditions

What does DSP 3.4 require?

A flight into known or expected icing conditions may start only if the aircraft holds certification and equipment for them, and where ground icing conditions occur, a flight is not dispatched unless the aircraft has been inspected and de-iced or anti-iced as required (DSP 3.4.1, 3.4.3).
