IATA Operational Safety Audit (IOSA) Standards Manual DSP 1.3: DSP 1.3 Accountability, Authorities and Responsibilities

Authority and responsibility are assigned for liaison with regulators, OEMs and external entities; operational control authority for each flight may be delegated only to the PIC where the system is not shared, or to suitably qualified people where it is shared, with the Operator retaining overall responsibility; FOO responsibilities cover assisting the PIC with flight preparation, providing information, initiating and amending the OFP and monitoring the flight; and a process for emergencies endangering the aircraft or persons, including those first known to the Operator, ensures notification of authorities and the PIC and initiation of the ERP (DSP 1.3.3 to 1.3.7).
