GHG Protocol S2-QC: Scope 2 Guidance Table 7.1: Scope 2 Quality Criteria

Contractual instruments used in a market-based total must meet the Quality Criteria, otherwise the Table 6.3 hierarchy of other data applies. Every instrument must convey the direct GHG emission rate of the electricity produced; be the only instrument carrying that claim for that generation; be tracked and redeemed, retired or cancelled by or for the reporting entity; be issued and redeemed as near as possible to the consumption period; and come from the same market as the consuming operations. Utility-specific factors must be based on delivered electricity including certificates retired for customers, giving renewable output whose attributes were sold the residual mix. Direct purchases from generators and on-site generation require that all claim-conveying instruments go to the reporting entity only. Finally, an adjusted residual mix must be available for consumer calculations, or its absence disclosed; assurance or certification references may be given.
