A domestic service provider the Authority requests must, at its own cost, install an interception capability meeting the Authority's technical and security requirements to enforce court interception warrants, appoint a focal person (subject to security clearance by the National Security Coordinator) to oversee execution, take the steps needed to be able to decrypt a telecommunication message, and not install, manage or monitor the equipment from abroad or allow remote access to it from a foreign country for maintenance. Failure to install or to decrypt pays 10,000 penalty units; foreign management of the equipment is an offence by a body corporate (10,000 to 20,000 penalty units) for which the chief executive, deputy, chief legal officer and finance officer are also liable unless they prove non-consent and due diligence.
