The works council co-determines questions of order in the establishment and how employees behave there (as opposed to the performance of the work itself): for example rules on private use of email and internet, clean desk and device rules, access and badge rules, dress codes, alcohol and smoking rules, reporting obligations and standard procedures for internal investigations or employee surveys. The employer may not introduce such rules unilaterally; failing agreement the conciliation committee decides.
