What does 8.I.B require?

Private legal persons and sole traders employing at least 50 staff, public bodies of at least 50 agents (with exceptions for small municipalities), state administrations and entities within the EU acts listed in the annex to Directive (EU) 2019/1937 must establish an internal procedure to receive and handle whistleblower reports, after consulting staff representative bodies, under the conditions of the Conseil d'Etat decree (independence and impartiality, feedback deadlines, closure, data collection and retention, outsourcing). Reports may come from staff, former staff and candidates, shareholders, board members, external and occasional collaborators, and contractors and subcontractors and their staff. Entities under 250 staff may pool their procedure, and a group may run one procedure common to several or all its companies (Article 8 I C).
