FFIEC IT Examination Handbook RPS-16: Third-Party ACH Processing (Retail Payment Systems)

What does RPS-16 require?

Where a technology service provider transmits ACH entries directly to an operator under the institution's routing number, the ODFI still warrants every entry and keeps control over its settlement accounts, establishes controls over the provider's operations, maintains risk management processes for NACHA rule compliance, reviews the provider's annual NACHA compliance audit and all audits of its controls, holds agreements with third-party senders and with the provider that set the rights and responsibilities of all parties including prior ODFI approval of each originator on creditworthiness and an originator agreement, ODFI dollar limits on files with notification before deposit of any file exceeding them, and the further provisions the booklet lists.
