What does 413 require?

Institutions must fund long-term assets and off-balance-sheet items with a diverse set of instruments that are stable in normal and stressed conditions, maintaining a net stable funding ratio (available stable funding over required stable funding) of at least 100 %, calculated in the reporting currency for all transactions and monitored separately in each currency subject to separate reporting, using the factors of Articles 428i to 428ah (or the simplified calculation for small and non-complex institutions with permission).
