A generator initiating a shipment must certify in Item 15 of the manifest to one of two statements: an LQG certifies that it has a program in place to reduce the volume and toxicity of waste generated to the degree it has determined to be economically practicable and that it has selected the practicable treatment, storage or disposal method currently available that minimises present and future threat to human health and the environment; an SQG certifies that it has made a good faith effort to minimise its waste generation and to select the best waste management method available to it that it can afford.
