For a web page (the ICT itself or part of it), the page has to satisfy the WCAG 2.2 criteria of this group: alternatives for prerecorded audio-only and video-only media (9.1.2.1); captions (the EN says subtitles) for prerecorded synchronised media (9.1.2.2); described audio, or a complete time-based alternative, for prerecorded video (9.1.2.3); captions for live audio (9.1.2.4); audio description for prerecorded video (9.1.2.5). The notes stress that captions and subtitles are the same thing for these criteria and must cover speech and non-speech sound.
