Where ICT offers visual modes, at least one mode, and it must be the default, has to minimise the risk of triggering photosensitive seizures; for audiovisual material an advance warning of possible triggers is an allowed option. Limiting flash area and rate helps. Clause 14.3 lists this as a safety requirement, so the conforming mode has to be the default. Tested via the PST column of Annex B or direct evidence.
