EIOPA Guidelines on Outsourcing to Cloud Service Providers (EIOPA-BoS-20-002) 1: Guideline 1: Cloud services and outsourcing

The undertaking decides whether a cloud arrangement counts as outsourcing under Solvency II, looking at whether the function is performed on a recurring or continuing basis and whether it is the kind of function the undertaking could normally perform itself, even if it never has. Where one contract covers several functions every aspect is assessed. A provider that is not itself a cloud provider but depends heavily on cloud infrastructure, such as a link in a sub-outsourcing chain, also brings the arrangement within scope.
