Egypt National Guidelines for Trustworthy and Responsible AI (Edition 2.0, March 2026) 3.1a: Design and development, define and prepare: purpose, requirements, stakeholders and impact

What does 3.1a require?

Before building, providers and users collaborate to define the purpose, the scope, the uses intended and the objectives of the whole system; establish requirements covering specifications and capabilities, functional needs such as accuracy and latency, non-functional needs such as training and scalability, and alignment with national regulation and organisational governance; identify stakeholders by mapping every user group, every affected party and every vulnerable population, assigning each its role, access level, responsibilities and decision rights across operational, technical, regulatory and business perspectives; and assess impact through risk and harm scenarios for each group. Even when a third-party model is procured, these steps set the requirements and selection criteria before pre-deployment.
