Controllers must plan appropriate technical and organisational measures before collection starts, with privacy-enhancing technology and minimising default settings, and should adopt internal frameworks and policies (including a DPIA where needed). Protection belongs both in the technical design and in organisational practice: a management framework with enforced policies and procedures, and system requirements reflecting the Article 5 principles; a controller buying a commercial system must write these requirements into the purchase specification and apply them to all components and data throughout their life.
