Before installing video surveillance the controller should examine critically whether it is suitable for the goal and adequate and necessary for it, and should choose it only if the purpose cannot reasonably be met by means less intrusive to fundamental rights. Against property crime, alternatives such as fencing, security patrols, gatekeepers, better lighting, stronger locks, tamper-resistant doors and windows or anti-graffiti coatings can be as effective and must be assessed case by case.
