EAR - Export Administration Regulations 764.7: Items that may have been illegally exported to Libya

What does 764.7 require?

Activities covered by 764.2(e) involving installed base items illegally exported to Libya before 29 April 2004 need no licence where the items are EAR99, eligible for a licence exception to Libya, or controlled only for AT or NS and AT and not on the Wassenaar Sensitive or Very Sensitive Lists, but the person must report all known material facts on how the item reached Libya to OEE within 90 days of the first activity (and report new material information); other installed base items need a licence application describing the activity and the item's history (civil end uses favoured); parties to the original illegal export must instead use voluntary self-disclosure.
