A licence is required to all destinations for unprocessed western red cedar (logs, timber, cants and lumber with wane not processed into the listed grades or products); licences for timber from Federal or State lands (outside Alaska and Indian trust lands) under post-30 September 1979 harvest contracts are generally denied, earlier contracts reviewed case by case, and timber from Alaska public lands, private lands and Indian lands approved. License Exception WRC covers the approved sources if the exporter keeps statements from the harvester or producer and every intermediate title holder that the timber is not from Federal or State lands outside Alaska (and not substituted), plus a Forest Service-approved third-party scaling and grading certificate of quantity and log markings, and enters the 'SS-WRC' code in EEI; licence applications need the exporter's certification about contract dates and records of harvester statements and AES records for each shipment; a 5 percent tolerance applies to the final unshipped balance.
