Where the control system has to support moving into, out of or between ODDs, evidence ought to show that each transition can be done safely, securely and effectively, and if a transition is attempted and does not succeed the AV ought to enter a minimal risk condition. The note describes entry as control passing wholly to the AVCO from the human operator, exit as control passing wholly back, and a change of ODD as an exit plus an entry supervised by a driver or safety operator.
