If a provider cannot contact a student and is worried about welfare it must make all reasonable efforts to locate the student, including notifying police and relevant agencies as soon as practicable. Where it holds welfare responsibility and suspends or cancels enrolment, it must keep approving welfare arrangements until one of the listed end points applies. A receiving provider enrolling an under-18 student with welfare approved elsewhere must negotiate the transfer date with the releasing provider so there is no gap and tell the student of the visa obligation to maintain current arrangements.
