The department's guide for approved authorities explains that recurrent funding, including interest earned on it, must be spent or committed for providing primary or secondary school education at an approved school by the end of the calendar year it was paid, and not for pre-school, out-of-school-hours care or vocational training outside a recognised secondary curriculum, with restrictions on capital, security and litigation uses.
