A PCBU that installs, constructs or commissions plant or a structure that is to be used, or could reasonably be expected to be used, as or at a workplace ensures, so far as is reasonably practicable, that the way it is installed, constructed or commissioned leaves it without risks to the health and safety of persons who install or construct it, use it for its purpose, carry out reasonably foreseeable activities in its proper use, decommissioning, dismantling, demolition or disposal, or are in the vicinity and may be affected.
