A PCBU that manufactures plant, a substance or a structure that is to be used, or could reasonably be expected to be used, as or at a workplace ensures, so far as is reasonably practicable, that it is manufactured to be without risks to the health and safety of persons who use it for its designed or manufactured purpose, handle or store it, construct the structure, carry out reasonably foreseeable activities in relation to its assembly, use, storage, decommissioning, dismantling, demolition or disposal, or are in the vicinity and exposed to it.
