When handling an internal dispute the entity must give the complainant a signed written statement of compliance saying whether, on information reasonably available, it has complied with the SPF obligations relevant to the complaint, in the form and time the Rules prescribe, and must have regard to any prescribed dispute process and guidelines on apportioning liability. The statement is prima facie evidence in external disputes.
