A person providing a designated service is a regulated entity for that sector. Banking covers services of an authorised deposit-taking institution in Australia, excluding foreign ADIs and providers of purchased payment facilities only, and excluding services not supplied directly to individuals or small businesses and not involving payments in or out. Telecommunications covers voice call and message services provided by a carrier and a public carriage service provider, with a private line exception. Digital platforms cover designated instant messaging, internet search and social media services, but only where the provider meets the revenue test (one billion dollars or more of group gross revenue on 1 January) and the service meets the active Australian user test (average of 200,000 monthly active Australian users). An SPF consumer is a person or small business operator (under 100 employees and under 10 million dollars turnover) who is, or may be, provided the service in Australia.
