When the Commonwealth gives money to a State or Territory, to one of its bodies, or to a body (a Commonwealth entity or company included) that a State or Territory or its body also funds, and the recipient gets the money because it agreed to spend it on the stated purpose or signed a contract about that purpose, the Commonwealth may not place any restriction on an audit of that recipient carried out by or for the State or Territory Auditor-General. The Commonwealth Auditor-General may audit the money as well. Funding agreements and national partnership arrangements must not contain terms that narrow the State or Territory auditor's access.
