What does B4 require?

If the Regulator directs that a person or class of person be kept out because their behaviour has caused, or may cause, GMOs to escape, or has exposed or is exposing other people there to a GMO in a way that threatens or could threaten their health and safety, the holder must keep them out until the Regulator says otherwise.
