Indicators: separate service and tenancy agreements; the participant understands they are legally separate and not contingent on each other, with referral to advocacy or legal help; conflict of interest policies; concerns raised without fear of retribution; tenancy support including information on rights, notice periods and exit, the right to change SIL provider during the tenancy, involvement in decisions about shared spaces, house keys and control of private space, no limits on access or possessions except under a behaviour support plan in the least restrictive way, compliance with building and tenancy law, accessible explanation and a signed copy; a written service agreement covering concerns, co-tenant conflicts, changes, vacancies, behaviours that put tenancies at risk and visitors.
