Part 2 The health risk management approach: risk categories, assessment types and timing, reporting framework, categorisation steps, authorising health professionals, administration, privacy and quality control – Australia National Standard for Health Assessment of Rail Safety Workers 2024

Australia National Standard for Health Assessment of Rail Safety Workers 2024 2.6.5: Communicating with health professionals: before each assessment provide all forms and supporting information, the previous assessment report and, where relevant, changes in sick leave, workers' compensation history, critical incident history, positive drug and alcohol assessments and workplace reports describing observed changes in performance or behaviour; for Category 1 workers have pathology results available or accept a preliminary assessment pending them; after the assessment receive the report by a confidential method, expect an immediate phone call for an unfit worker without clinical detail, and treat a refused blood test or incomplete assessment as unable to complete

What does 2.6.5 require?

The rail transport operator gives the Authorised Health Professional everything needed for the assessment and never asks for one without the appropriate forms. For a Safety Critical Worker periodic assessment that includes the previous health assessment report for continuity, and, if relevant, any change in sick leave patterns, relevant workers' compensation history, critical incident history, positive drug and alcohol assessments and other workplace reports; such reports describe observable matters such as changes in behaviour or performance over time and their circumstances, interpersonal conduct, emotional tolerance, redo and prolonged task completion, inattention, near misses, reportable incidents, reliability, on-shift sleepiness and attendance, based on a manager's comparison of the worker over time with others in similar roles. For Category 1 workers the examination should take place when the blood results needed for the cardiac risk assessment are available; if not, a preliminary assessment may be issued on the clinical examination and the final assessment made as soon as possible, with the Authorised Health Professional pursuing the results and explaining them to the worker. If a Category 1 worker refuses a blood test or the assessment, the Authorised Health Professional records unable to complete the assessment and refers back to the operator. After the assessment the Authorised Health Professional phones the operator immediately if the worker is unfit, without revealing the medical condition unless the worker consents, and the report is transmitted and stored confidentially under privacy and health records law.
