What does 1.04 require?

Three layers of obligation bind the practice: the laws and regulations of the Commonwealth and of each state or territory it works in; the NPAAC requirements that stay in force beside these standards; and, for any subject no NPAAC document reaches, the corresponding clauses of ISO 15189.
