A sanitary plumbing system must limit water use by urinal flushing at most 2.5 litres per stall or 600 mm of continuous wall and dual flush closets at 6 and 3 litres or 4.5 and 3 litres, or equivalent measures, within stated tolerances, with vacuum drainage exempt, and failure or uncontrolled discharge must be avoided. Deemed-to-Satisfy C1D5 repeats the water closet and urinal rules (3 Star and 2 Star WELS).
