A Class 1 building within 900 mm of an allotment boundary (other than one facing a road or public space) or within 1.8 m of another building on the same allotment (other than its associated Class 10 building) must be protected from fire spread so that the probability of it failing to withstand a design heat flux of 92.6 kW/m2 for 60 minutes does not exceed 0.01. A Class 10a building must not materially raise the risk of fire passing between Class 2 to 9 buildings. Verification Methods: H3V1 and H3V2 (external walls and openings closer than 1.8 m to another building or 0.9 m to a boundary withstand 92.6 kW/m2 for 60 minutes and extend to the underside of a non-combustible roof covering or eaves lining per Housing Provisions clause 9.2.3); H3V3 (heat flux limits at an adjoining allotment of 80, 40, 20 and 10 kW/m2 at the boundary, 1 m, 3 m and 6 m); H3V4 (Class 10a near Class 2 to 9 buildings: 80, 40, 20 and 10 kW/m2 at 0, 2, 6 and 12 m). Deemed-to-Satisfy route: H3D3 fire separation of external walls to Housing Provisions Part 9.2; H3D4 separating walls and floors between dwellings to Part 9.3; H3D5 garage-top dwellings to Part 9.4 (NSW uses its own NSW Part 9.4); H3D2 materials. South Australia varies H3P1(1) to cover fire spread from a Class 10b brush fence.
