Compliance with the NCC means meeting the Governing Requirements and the Performance Requirements. A Performance Requirement is met by a Deemed-to-Satisfy Solution (deemed to comply), a Performance Solution, or a combination. A Performance Solution must show that it meets every relevant Performance Requirement, or is at least equivalent to the Deemed-to-Satisfy Provisions, using one or more Assessment Methods: evidence of suitability under Part A5, a Verification Method (those in the NCC or others accepted by the appropriate authority), Expert Judgement, or comparison with the Deemed-to-Satisfy Provisions. The relevant Performance Requirements are identified from the Part the solution applies to and from any other Part it affects (A2G2(3); for a combination, A2G4(3) starts from the Deemed-to-Satisfy Provisions being departed from). For each Performance Solution the proponent must: prepare a performance-based design brief with the relevant stakeholders; carry out the analysis the brief proposes; evaluate the results against the brief's acceptance criteria; and prepare a final report that lists the Performance Requirements and Deemed-to-Satisfy Provisions identified, the Assessment Methods used, the brief, analysis and evaluation, confirmation that each Performance Requirement is met, and any conditions or limits on the solution. A Deemed-to-Satisfy Solution may show compliance through Part A5 evidence of suitability or Expert Judgement. Victoria adds A2G2(5), which bars Performance Solutions for combustible cladding on certain Class 2 to 9 buildings (a Volume One matter).
