Australia Model Work Health and Safety Regulations r535: r 535 A major hazard facility must be licensed, and the operator holds the licence

A facility where Schedule 15 chemicals present or likely to be present exceed their threshold quantity, or a facility determined to be a major hazard facility under r 541, must be licensed under Part 9.7 (operating an unlicensed one is an offence under s 41 of the Act), and the operator holds the licence; a determined facility whose operator is taken to be suitable is exempt only during the exemption period, which ends on revocation of the determination, on failure to apply within the r 549 period, on grant of the licence, or after a refusal and any external review.
