Where contractors, subcontractors, their employees or labour hire workers form part of the workforce, the PCBU owes them a duty of care and so does the business that provides them, and both must consult those workers. The PCBU must consult, cooperate and coordinate with the contractor, subcontractor or labour hire firm on arrangements for consulting those workers, so far as is reasonably practicable. It should work out how it will inform and discuss proposed changes with the provider, how both will coordinate consultation with affected workers, and how each will respond to a safety issue raised by those workers or a request for a representative. A health and safety committee can help with consulting workers or other duty holders.
