Industrial rope access, used to reach a workface by vertically suspended ropes, may be used only after other access such as EWPs or building maintenance units has been considered. A risk assessment should first consider the work location, special features of the structure, anchor points, emergency access and weather. Where it involves construction work with a fall risk over 2 metres it is high risk construction work and a SWMS is required. Rope access should be supervised by people experienced and competent to supervise the work and any rescue; operators should be competent, safety-minded, fit and unimpaired, never work alone, and wear PPE suited to the task. Systems should be set up where prompt assistance or rescue is possible; equipment checked regularly and fixed anchorages checked before use by a competent person; a back-up system used (for example two independently anchored ropes per person); anyone within 3 metres of an unguarded edge adequately secured; operators in a full body or work positioning sit harness with shoulder straps; communication maintained with supervisors; and exclusion zones set up and enforced below the work and at anchorages. AS/NZS 4488 gives further detail.
