Australia Model Code of Practice: Healthcare and Social Assistance Industry 3.10a: 3.10 Treat work vehicles as workplaces and manage transport of patients and clients

Vehicle incidents are the single biggest cause of work-related deaths in Australia. A vehicle used for work is a workplace and the PCBU's WHS duties apply, whether owned, leased or hired, owned by another organisation where a worker is a passenger, the worker's own vehicle or public transport such as taxis, buses and trains. Risks go beyond driving: patient handling into and out of vehicles, aggression from passengers including while driving, and roll-aways. The PCBU must ensure vehicles are suitable, safe and maintained, and must not rely on driver behaviour alone. When transporting patients or clients assess their medical conditions, aggression history, mobility and care needs, use a care plan, and for example for bariatric clients use a suitable vehicle with restraints, bariatric-rated lifting equipment and wheelchair and enough space. Choose suitable vehicles for the person, distance and route, inspect and maintain them, equip them with ramps and wheelchair restraints, emergency communication, spare tyres and water for remote areas, and secure oxygen cylinders properly with a window slightly open. Workers need information, training, instruction and supervision, including a valid licence and training on risk management, road safety, patient care on the road, equipment use, dangerous conditions and incident reporting, must not be required to drive through floodwaters or bushfire-affected areas (including fallen powerlines after the event) and must not drive when fatigued.
