Australia FPA Australia Fire Protection Accreditation Scheme NSW (1 July 2020 edition) 3.3: Fire Systems Design scope and work activities: define scope and system requirements, plan layouts, prepare detailed design documentation including calculations, schematics, specifications and drawings for manufacture, installation, commissioning and maintenance, assess plans and specifications against the Building Code of Australia and the relevant standards (AS 2118 series and AS 2941 for sprinklers; AS 2419.1, AS 2941 and AS 2441 for hydrants and hose reels; AS 1670 series, AS 3786 and the detection aspects of AS 1668.1 for detection and alarm), and endorse or refuse to endorse them under clauses 133AA(2)(c)(ii) or 146B(2)(c)(ii); where a design relies on a performance solution, obtain the report or certification of the practitioner who prepared the alternative solution report and incorporate its elements before endorsing

What does 3.3 require?

An accredited fire systems designer may define the scope, system requirements and extent of a fire system design project, plan sketch layouts, prepare detailed technical design documentation including plans and specifications covering materials, installation, testing and commissioning and operations and maintenance manuals, assess whether plans and specifications for a relevant fire safety system comply with the relevant provisions of the Building Code of Australia, and endorse or refuse to endorse them as complying, under clause 133AA(2)(c)(ii) or 146B(2)(c)(ii) of the EP&A Regulation, including documents prepared by another accredited practitioner. The work runs from the design brief through interpreting legislation and codes, researching products, specifying and documenting the solution, validating it against the design criteria, and finalising documentation for tender, manufacture, construction, installation, commissioning and maintenance with calculations, reference data such as schematics, gauge schedules, interface and cause and effect diagrams, specifications and drawings. For each category the design must comply with the EP&A Act and Regulation, the BCA and the category's standards: the AS 2118 series and AS 2941 for sprinklers, AS 2419.1, AS 2941 and AS 2441 for hydrants and hose reels, and the AS 1670 series, AS 3786 and the fire detection and activation aspects of AS 1668.1 for detection and alarm systems. Mechanical ducted smoke control design is excluded apart from those detection and activation aspects. Where the system incorporates elements arising from an alternative (performance) solution, the designer must obtain a report or certification from the accredited practitioner who prepared the alternative solution report relied on by the certifying authority and make sure the design incorporates those elements before endorsing it.
