Where a consumer seeks to refinance or switch, the licensee should understand why (a lower rate, consolidation, additional funds, changing features) because the purpose affects suitability, and should take account of the costs of switching (fees, lost features, a longer term). Meeting repayments on an existing product is relevant but not sufficient evidence of capacity, particularly where repayments on the new product will be higher or the consumer has been in difficulty; the licensee is likely to need some additional information. A licensee with an existing relationship can use information it already holds, where it is reasonable to believe it is still accurate, and should not rely on information it has reason to doubt; particular circumstances that raise doubt include inconsistencies between application and transaction data and signs that the application has been completed by someone other than the consumer.
