ASIC reads the inquiry and verification requirements as having one purpose: to give the licensee enough reliable information for an informed judgment on whether this product or limit increase is unsuitable for this consumer. The licensee needs enough to understand what the consumer is after and whether the product will deliver it, and enough about the consumer's finances to judge whether the obligations can be met without substantial hardship. How much information and what steps are reasonable depend on the circumstances; the obligations are scalable, and the inquiries and verification must be completed within the ninety days before the assessment (one hundred twenty days for certain credit products). Information gathered through the ordinary application process and the verification steps must be sufficiently specific to be useful, not generic descriptions.
