Every cable must be positively identified where the work is to be done, by an electrical or a non-electrical method, before work on it, and no work may start unless the cable is proven de-energized, which can rest on evidence of correct identification and of isolation at the source; where that cannot be proven, controls from clause 4.3.1 apply. Electrical methods include audio frequency signal injection, current injection, pulse injection, interrupted earth and fault location equipment; non-electrical methods include visually following the cable from a point where isolation has been proven, rodding enclosures and cable plans. A non-electrical method must never be the sole means of identification.
