A safe system of work must be used for any work that penetrates or excavates the ground to locate underground cables and services. A site assessment must be done before work to establish whether the scope (type of work, materials and sequence) is affected by underground services and what measures protect services, people and property. It must include a complete documented risk assessment; a visual inspection for pits, cables, conduits, pipes and signs; provision to keep safe distances from overhead poles and lines over the site and access routes; and planning information kept at hand, including authority or agency information on public areas and easements and the property's cable location records. Where practicable, services should be positively located by non-destructive digging or pot holing and by locating devices or services (AS 5488.1).
