A site-specific exercise program must be built with owners, managers, occupiers and employers to test the procedures, the ECO and occupant response. Observers should be appointed and must use a checklist, exercises should be announced as exercises, a debrief should follow, and a report listing deficiencies must go to the EPC after every exercise. Once the procedures are proven workable and the ECO trained, they should be tried out within the first year, beginning with an evacuation exercise, occupants must be given notice and adequate planning time, and everyone in the building and every warden must have joined an evacuation exercise during the first year of implementation.
