No person may construct, use, alter, repair, demolish, clear or level buildings, subdivisions, driveways, parking areas, vacant or sales lots or urban and suburban open areas, or move or excavate earth, without reasonable precautions against excessive airborne particulate: dust suppressants or soil stabilisers, paving, covering, landscaping, continuous wetting, detouring or barring access. Vehicles and animals may not use vacant lots or open areas without similar precautions, and recreational vehicles may not raise dust in dry washes, riverbeds or open areas that crosses onto residential, recreational, institutional, educational, retail, hotel or business premises.
