Double-loop learning is led from the top: senior managers first examine their own reasoning and theories-in-use and change them, and continually model and reward double-loop learning, especially on difficult, embarrassing and threatening problems. Argyris argues that otherwise defensive senior managers disown changes in reasoning that come from below, change programmes become fads, and double-loop learning is not credible; in 1977 he concludes that it is best generated by the top practising it itself, and that its evaluation period is three to five years.
