Site hardening places natural and built obstacles that steer, deter, slow, reveal and ultimately deny anyone trying to reach a facility, asset or operation. It should apply protection in depth to meet overall PAP objectives and, since most measures can be defeated, include a means of spotting any breach, or any attempt at one. Delay in depth weighs each obstacle's strength against an adversary's resources, and the delay each obstacle gives counts toward the time available to respond.
